2009. - New 200 HUF coins in operation
All P&D machines
operated by the On Street Parking Association (FKPT) are except
the new 200 HUF coins.

1, 2009. - New parking decree now in force!
In
District V, the parking fee is generally HUF 365/hour, with a time
limit of three hours, in working days from 8 AM to 8 PM.
One exception is the Pest Lower Wharf (Pesti alsó rakpart), where
no time limit applies and the parking fee is - in the zone north
of the Chain Bridge (Lánchíd) HUF 220/hour.
On April 30,
2009, the General Assembly of the Municipality of Budapest passed
a new parking decree as well as a decree on the regulation of the
Parking and Traffic Improvement Funds.
The most important new provisions of the Parking Decree:

- Within
the Great Boulevard (Nagykörút), parking fees have to be paid
from 8 AM to 8 PM;
- The basis
for counting the hourly parking fee is the amount equal to the
price of a one-route ticket issued by BKV Zrt. (henceforth BKVA);
- Single
fees are the amounts determined by multiplying the BKVA by the
respective factor and rounded up to HUF 5.

An

- In the case
of smog alert, no parking fee has to be paid on the respective
day for vehicles that are not allowed to run that day
- The Penalty
Charge Notice rates
if paid within five calendar days, ten times the amount of the
parking fee for one hour on the respective area,
if paid over five but within ninety calendar days, thirty times
the amount of the parking fee for one hour on the respective area,
if paid over ninety calendar days, fifty times the amount of the
parking fee for one hour on the respective area;
- In the case
of unauthorised parking on designated parking places for disabled,
the supplementary fee to be paid is three hundred times the amount
of the parking fee for one hour on the respective area;
- Once a month,
the valid (but not regularly displayed) ticket or the ticket purchased
maximum 5 minutes after the parking ticket was issued can be produced
to the parking operator;
- Resident
Parking Permits are generally valid for public spaces owned by
the Capital, too; exceptions are provided for by the Decree
- Maximum two
Resident Parking Permits can be issued for one address
- For the first
Resident' Parking Permit for the same address, the maximum rate
of reduction is 100 %, for the second one 50 %, depending on the
environmental category of the vehicles
- Resident
Parking Permits will be valid (from 2010) for zones within the
respective districts only
- Permits can
be issued (from 2010) on the condition - among others - that there
are no undisputed supplementary fees or unpaid parking fines issued
for unauthorised parking further back than 30 days for the respective
vehicle

NOTE on ad-hoc parking payments:
First orientate yourself, then park!
- This
service is available with a Mobile Payment Account, an account
suitable for extra charge services, or a universal account! If
you are not sure if you have such an account, please contact your
mobile phone operator!
- On the FIRST
ad-hoc parking payment, the license plate number of your car has
to be registered in the system of the mobile operator by sending
a text message!

Space, hyphen or other characters must not be used when registering
a license plate number (otherwise the parking operator cannot
'see' the payment by mobile phone) Correct format: ABC123

- Do not dial
the prefix of your mobile phone number for ad-hoc parking, but
that of your mobile phone operator! If you have previously migrated
to another operator and you have ported your number, then the
prefix of your mobile phone number may be different from the default
prefix of the mobile phone operator!
- If your operator
is Pannon, dial the prefix 20; the prefix is 30 for T-Mobile,
70 for Vodafone, independently of the prefix of your mobile phone
number.
- Both in the
case of ad-hoc parking and the clients of the First Mobile Payment
Clearing Private Co. Ltd. (EME Zrt), the parking operator charges
the parking fee provided for by the valid Parking
Decree only. Determining the costs of communication (text messages,
call prices) and "convenience costs" are the competences
of mobile phone companies and the operator of the pay-by-mobile
phone system, respectively. The rate and eventual modification
of these fees are not determined by the parking operator

18, 2008 - On-line parking enforcement in District V
On October 18,
2008, after several months' trial period, the Budapest Public Area
Parking Association (FKPT) has changed to on-line parking enforcement.
FKPT had used handheld computers and printers that were built to
last since April 19, 1996, the day it started its parking services.
Although these equipment is still serviceable, it is strongly outdated
technically, with increasing maintenance costs.
The introduction
of visual data recording in 2003 and mobile phone payments in October
2006 made new equipment necessary, and called for a solution that
tackles all tasks with the help of a system integrated into one
device.
Within the system now introduced, a PDA together with a printer
fulfil all control tasks. Before issuing a parking ticket, the system
checks Resident Parking Permits and mobile phone payments on-line
(it is also capable of looking for license plate numbers of stolen
cars, once these data become available). Photographs can be taken
with the device and also the inspector can be called through an
integrated phone. The software attaches the coordinates provided
by the GPS integrated into the PDA to the supplementary fee data,
and sends these - together with the checksum codes of the images
- to the enforcement centre.
